Unlock the World Tree Map first
The World Tree Map only opens up late, and it opens as a reward for progress you were probably making anyway. You need to work through the main game and clear the tower bosses, then defeat Panthalus — that fight is the gate that grants access to the World Tree region and, with it, every Pal exclusive to the area.

Level is the only thing that makes this hunt awkward. Starryon Primo shows up above level 75, which means low-tier spheres are close to useless and a weak throw just burns the encounter. Bring your best endgame sphere and bring enough of them — a single lucky throw at this level is not something to plan around.
If you are stuck with a lesser option, it can still work, but expect to grind it: stocking roughly 25 of them gives you enough attempts to get there, though catch odds at this level are unforgiving and it is not a substitute for the top-tier sphere. Wear the gear you would take into any endgame fight, chip its HP down first, and treat every capture as a numbers game rather than a coin flip.
Knock its HP into the red before you throw — at level 75+, a full-health Starryon Primo will break out of almost anything you have.

It is Pal Gear, so it goes together at a Pal Gear Workbench, and it is the item that turns Starryon Primo from a capture into a mount — unlocking its Light Dancer Partner Skill, a movement-speed effect that scales with the Neutral Pals you have in your party.
