Get a Fishing Permit from Dock Master Sofen at Mistfall Harbor, then buy the Basic Fishing Rod from the nearby rack for 3,500 Wen.
You need a permit to fish in Slayers 2. The fee is 5,000 Wen/Yen, and you can’t start the quest without enough money in the launch version. Keep another 3,500 Wen for the rod you’ll buy once the quest is done.
How to get the Fishing Permit and buy the Basic Fishing Rod
Get Sofen’s missing stamp back to him, and you’ll earn the permit needed to buy a fishing rod.

Reach Mistfall Harbor
From Windy Peak, head south toward the Mistfall Harbor docks. Starting at Windy Peak, move directly down toward the dock and track your position on the map, where the harbor is labeled Mistfall Harbor. You may reach bridges on the way. If you do, jump into the water and swim to the dock.

Start Sofen’s permit quest
Find Dock Master Sofen beside the dock’s crane and speak with him. Pay Dock Master Sofen 5,000 Wen/Yen to receive Earn a Fishing Permit, the quest asking you to locate a permit stamp.

Collect the Permit Stamp
Jump into the harbor water directly behind Sofen, then swim to the far-wall platform. Look for the glow. The blue wooden crates stacked under blue tarps hold the Permit Stamp, so climb up and collect it.

Hand the stamp back to Sofen
Swim back to Sofen and select Hand over the permit stamp in his dialogue to finish the quest. You’ll receive the Fishing Permit and a Health Potion, with the displayed experience reward listed as Exp +5,400 (x2). Neither fishing rod can be purchased before you complete this quest.

Purchase the Basic Fishing Rod
Walk along the pier until you reach the rod rack beside Fisherman Jeso. Purchase using the prompt on the Basic Fishing Rod on the left rack.
Equip the rod and make your first cast
Once you’ve bought the rod, open your inventory and place the Basic Fishing Rod in your hotbar. That puts it within reach when you’re ready to fish.
Stand at the pier’s edge or on crates beside the water. Cast into the water using M1 or left-click, then complete the reel minigame to land a fish.
For bait, speak directly with Fisherman Jeso. His shop sells Worms for 4 Wen each, with a batch of 50 costing 200 Wen. Jeso directs you to Baitmonger Nori for fancier bait.
Basic Fishing Rod limits and the Rare Fishing Rod
Your Basic Fishing Rod has Common classification and a Common catch tier. Its item description says the line can be refined, but the rod doesn’t truly reach deep water.
The next purchase to work toward is the Rare Fishing Rod: use the Basic rod to catch five Golden Fish, then bring them along with 10,000 Wen. You’ll find the Rare rod on the right rack beside the Basic rod; interacting with it opens the purchase prompt with those requirements.
Fishing also supplies Wen, materials, and other items, giving you more to collect while working toward the required Golden Fish.

Can you bypass the Fishing Permit by borrowing a rod or finding one in a chest?
No. You can’t borrow a rod or get one from a chest until Dock Master Sofin approves you.
Does the 2,500 Wen rod in Ushumaru Village apply to Slayers 2?
No, that price and location belong to the earlier Project Slayers. You can buy that game’s Fishing Rod in Ushumaru Village for 2,500 Wen, so those older directions don’t fit the live Project Slayers 2 environment.
