There are two ways to bring them back. The straightforward fix is to exit to the main menu and load back in, which respawns the mascots so you can collect just the ones you’re missing rather than starting over.
Key To stay in the session, switch to Horizon Solo: open the menu, scroll to the Online tab, and select Horizon Solo. Then drive through a small cluster of Heat mascots and rewind — because you’re offline, the figures reappear, letting you smash the same group again toward the 15.
Mistakes that stop your progress counting
The most common reason the counter stalls is hitting debris. Once a mascot is smashed, only scattered fragments remain, and driving over those does nothing — you have to find an intact figure for the hit to register.
