With a non-removable battery in place, your only option to fix a Galaxy Note 9 that is not responding is using the force reboot option.
How to force reboot the Galaxy Note 9
- Press and hold the Power button and the Volume Down button simultaneously until the device screen turns off.
- If the Galaxy Note 9 screen stays black and you’re unable to see if it has turned off, keep holding down the Power and Volume Down buttons until you feel a vibration.
- To reboot, just press and hold the Power button until the screen turns on and you should shortly feel a vibration indicating that the Galaxy Note 9 is booting up.

Does a forced reboot erase any data or remove apps?
Note 9: screen will not turn on, even after multiple “forced reboots. Can not hear callers. I can hear ringing. They can hear me. Sound at max. Screen at max bright; done by memory.
