Where the Garb of Tranquility becomes available
You need to progress Chapter 2 far enough in the main quest to open the gate that leads toward the Defeat the Nushi objective area. Before that gate is open, the route to the armor is not available.

How to get the Garb of Tranquility in Beast of Reincarnation
Follow the newly opened Chapter 2 route and keep your attention on the right side of the ground-level path.
