Before hunting the doll, make sure you can actually reach Bubbly Basin and trigger Frillish’s request. The important cave is behind the large construction area, and the doll itself is not sitting in the open; it is inside buried treasure under a breakable rock pile.
The Dowsing Machine helps once the search begins, but it is not required. If you know the minecart landmark, Rock Smash is enough.
How to get the Starmie doll in Pokémon Pokopia
Start from Frillish’s cave behind the construction area, then take the lower path until you reach the minecarts.

The lower section can feel busier than it really is because there are plenty of rocks around the minecarts. Ignore the normal rocks that do not react to Rock Smash; the correct one is a gray, destroyable stack tucked into a corner near the minecarts and tracks.
Once you find that gray pile, keep using Rock Smash until the hidden treasure appears. The doll comes from that buried treasure, so make sure you pick it up after breaking the rubble instead of leaving the area as soon as the rocks disappear.
Use the minecart corner as your landmark; the Starmie doll is under the gray rock stack that can actually be destroyed.
Dowsing Machine use in the minecart area
The Dowsing Machine is a shortcut for the final search, not a lock on the item. Once Frillish is with you in the minecart area, it can guide you toward the buried treasure faster.
If you left the Dowsing Machine somewhere else, do not backtrack unless you want to. The same treasure can be found by going to the minecart corner and smashing the gray breakable rocks.
