The wording can be confusing if you are thinking of older Pokémon games. In Pokémon Pokopia, Dive is tied to Manaphy’s request at Bleak Beach, and the game treats it as a traversal ability for Ditto rather than a traditional HM sitting in your bag.
Dive is taught by Manaphy, not found as an HM
You do not need to hunt through your inventory for a Dive HM in Pokémon Pokopia. The unlock comes from helping Manaphy on a small offshore island at Bleak Beach.

Once the request is finished, the game gives you Dive as an ability. The on-screen description says it lets you “move around effortlessly in deep water without worry,” which is the important part: this is a movement unlock, not an item you hand to a Pokémon.

Use this route once the Bleak Beach prerequisites are done and Surf is available.

Go to the beach section of the map after finishing the required story and Bleak Beach progress.

Speak to Tangrowth
Talk to Tangrowth so you can access the small island off Bleak Beach.

Use Surf to reach the small island shown near the top-left or northwest side of Bleak Beach on the map.

Talk to Manaphy on the island shoreline to start its request.

What Dive changes after you learn it
After Dive is unlocked, Ditto can move underwater in deep water automatically. Entering the right kind of water lets Ditto travel below the surface, opening underwater exploration that was not available before the update.
This is also the movement unlock you need before heading toward Bubbly Basin. You can learn Dive without the Expansion Pass, but reaching that DLC area is where the paid access requirement comes in.
Why Manaphy’s Dive request is missing
If Manaphy or the island route is not appearing, check that the free 2.0 update is installed first. Dive was not available before that update, so an older game version will not show the same unlock path.
Next, check your traversal and area progress. You need Surf, Jump, and enough Bleak Beach progress to have completed Raise the environment level! and reached environment level 5.
The last common mix-up is looking for the wrong thing. There is no separate Dive HM item to find, and buying the Expansion Pass is not the trigger for Manaphy’s request.
