Good news for anyone who has bought a Nokia 2 smartphone, as your device will directly be updated to Android 8.1 Oreo instead of 8.0. The Chief Product Officer at HMD Global has confirmed this.
HMD Global released the Nokia 2, a budget low-end smartphone, about 2 months ago. It is well made, has decent hardware, and boasts a 2-day battery life. The phone was announced with Android 7.1.1 on board and was promised an update to Android 8.0 Oreo.

However, recent tweets from the Cheif Product Officer state that the Nokia 2 will be given Android 8.1 update and would also include some Android Go features. This means that despite its budget hardware, the phone should perform great for regular usage.
Technically speaking no as a product can not be upgraded to Go but we will integrate memory management features and other perf improvements with 8.1based maintenance release.

Android Oreo Go Edition is a slim down version of Android 8.0 that has smaller apps and is made specifically for a low-end smartphone. Unfortunately, phones that are already available in the market cannot be upgraded to GO. Therefore, Nokia will implement some of the features of GO in the Android 8.1 build for Nokia 2.

A recent report suggested that Nokia is indeed working on a new device for the Android Go program, and this would be called the Nokia 1.
