Send a Fulmintis you already own on RV Park trips, then hatch the eggs it brings back for a chance at another Fulmintis without buying the Companion Handbook or using Fulminous Soul.
This method starts with a Fulmintis you already have. Its returned egg can produce another, even if the Fulminous Soul requirement still appears in your Wisptis Evolve menu. The Handbook can sit this trip out.
How to get another Fulmintis from RV Park eggs
An RV Park trip can bring back an egg from a family related to the Aniimo you send. Each trip returns at most one egg.

How to send Fulmintis on a trip and hatch its egg
Dispatch an existing Fulmintis from the Park Board and hatch any egg it returns.

Open the main game menu and select Homeland, where the RV menu includes RV Park.

Open the Accompanying Animo selector, choose a Fulmintis you already own and confirm the outing; the displayed destination is RV Park: Sea of Flowers.

Keep sending Fulmintis on outings until it returns with a Mysterious Animo Egg; its label does not reveal what is inside.

Incubate the egg
Place the returned egg in an incubator and wait for it to hatch.

If the egg hatches into another Fulmintis, you have an additional one without using Fulminous Soul.
Choose a longer trip when you want an egg: trip length raises the chance that your Fulmintis brings one back.
Pass on Sparkling Mutation in later trips
A trip egg can inherit the dispatched Aniimo’s form or mutation. That includes Prismana Form and Sparkling Mutation, but each inheritance is a chance outcome. They are different traits: Fulmintis (Prismana) has Electric/Holy typing, while ordinary Fulmintis is Electric.

A Sparkling Cube was used during incubation in an attempt that produced a Perfect Sparkling Fulmintis.
If you obtain a Sparkling Fulmintis, return to the RV platform, reopen the Park Board’s Animo on a Trip menu and select it for another outing. It can wait in the tent as your accompanying Aniimo. A later egg has a chance to inherit its Sparkling Mutation; when that inheritance succeeds, it takes no additional Sparkling Cube.
Evolve Wisptis into Fulmintis or Ignitis

The Wisptis Evolve menu is a separate way to obtain Fulmintis. Creating one through that branch requires Fulminous Soul, which can still appear as unobtained after you get another Fulmintis from an RV Park egg. Fulminous Soul comes from the paid Companion Handbook: it is a Level 10 reward in the Advanced Edition, while the Standard Edition does not include it.

For another Fulmintis when you already own one, send it from the Park Board and hatch the egg it brings back. The Park Board has no Fulminous Soul bill.
