Equip Want Some Memorialia once the unit is ready. Its value is tied to extra placements and time-stop utility: attacks from a placement beyond the initial one gain 50% more damage, and time stop can also apply nullify.
Shiny looks and skins are fine to use if you have them, but treat them as visual choices for this Monarch chase. The build requirement is the unit, the Monarch trait, usable stats, and the Memorialia.

Jotaro is valuable because his kit stacks control and burst rather than just raw damage. The in-game DPS readout can fluctuate during testing, so judge the unit by the effects he brings: time stop, stun, slow, damage amplification, overshield bypass, and a separate Star Platinum placement.
Monarch reroll mistakes to avoid
The biggest mistake is treating Monarch like it should arrive quickly. Hundreds of rerolls can disappear before the trait lands, and the pity number is high enough that you should decide in advance whether Jotaro is worth that resource spend for your account.
Do not empty your reroll stash on placeholder units or units you do not actually plan to use. Trait Rerolls are valuable because they can build account-defining units, and Monarch is exactly the kind of target that punishes casual spending.
Also, do not plan around every older code still working. Try the reroll-related codes first, claim whatever the game accepts, and then begin rolling only when you are ready to stop the instant Monarch appears.
