Step 1: Reach Gotham Books

The puzzle sits in the middle of the district, overlooking a park to the west, so climb to the roof before trying to interact with anything.
Step 2: Read the UV clue
Switch to Batman and activate UV Vision on the circles above the Riddler Box cage.
The circles give you the activation pattern, and the correct sequence is 2, 1, 5, 3, 4.
Step 3: Start with lever 2
Move to the first required switch in the sequence and activate lever 2. Follow the connection and grapple up.
The route will be blocked by fire.
So use Jim Gordon’s Goop gun first.
Once the fire is put out, pull the lever there.
Step 4: Clear the missing-handle lever
Head down.
Hit the nearby spider web.
And recover the handle.
Insert it into the lever.
Then activate it as lever 1 in the sequence.
Step 5: Continue through the rooftop
Find lever 5 next near the tank area.
Then return to the west-side rooftop path for lever 3.
After that, hop down to the lower position for lever 4,
Then backtrack if needed to confirm you did not miss any earlier switch.
