The scientist who hands it over, Dr. Vythe, lives deep inside Outer Deep and asks for just three things across three quests: a handful of Deep-specific fish and a steady supply of Bio Fluid. Clear all three turn-ins in order and the rod is yours.

Reaching Outer Deep and finding Dr. Vythe
To reach The Deep, travel to the far northern edge of the surface map and look for the boat floating above the entry point, roughly around coordinates -194, 130, -4669. Swim straight down beneath it and you drop into The Deep. From there, keep pushing outward until you hit Outer Deep, the region that holds the scientist and the 1P-3 navigation beacon.
Dr. Vythe is tucked inside a laboratory cave — a hyperbaric chamber near that 1P-3 beacon — so use the beacon as your landmark and swim toward the cave rather than the open water. You may see this NPC written as Dr. Vane in older references, but the in-game nameplate reads Dr. Vythe, which is the spelling used throughout this guide.

Catch three orange-tinted bioluminescent fish — spot them by their blue glow around The Deep — then farm 15 Bio Fluid from Luminous Hake in the Lower Deep before you turn in.

Quest 2: Atlantean Pacific Footballfish and 25 Bio Fluid
Land an Atlantean Pacific Footballfish in the Lower Deep and gather 25 more Bio Fluid, pushing your running total to 40.
STEP 4/4
Quest 3: big Deep Sea Anglerfish and 35 Bio Fluid
Catch a big Deep Sea Anglerfish with any mutation in the Gloomy Crevice — the area with green-colored ground — and collect the final 35 Bio Fluid for 75 total, which finishes the last quest and awards the Luminous Rod.
Farm all 75 Bio Fluid in one Lower Deep session by fishing Luminous Hake back-to-back, since every quest draws from the same pool — banking it up front means you never stall a turn-in waiting on fluid.

Faster ways to farm the quest items
None of these speed-ups are guaranteed, but each one cuts the grind noticeably. For the orange bioluminescent fish, bio-infused coral bait makes the catches land faster, and you pull that bait from the deep tackle boxes that drop while you run other quests around The Deep.
The Atlantean mutation on the Pacific Footballfish is the real bottleneck of the second quest, and a Trident Rod improves your odds of forcing that mutation. For the third quest, the anglerfish only counts if it is big, so equip any size-boosting rod or a size enchant instead of hoping for a lucky roll — a general size enchant works here just as well as a dedicated rod.

On paper the Luminous Rod is a mid-tier tool, but its numbers are respectable and its passive is where the real value hides.
Its real job is mutation farming. The rod carries a strong chance to pull Luminous and Bioluminescent mutations — community numbers put those around 30% and 10% respectively — and Luminous fish sell well enough that it pays for itself even if you never main it. There is a longer-term reason to own it too: it is listed as a crafting material for the Master Line Rod, so clearing Dr. Vythe’s quests now saves you a return trip if you later chase that build.
What not to do while hunting the rod
A few dead ends are worth calling out. The rod is not sold in any shop, it is not tied to a redeemable code, and there is no crafting recipe that produces it — the only path is Dr. Vythe’s quests. Older pre-release write-ups that called the Luminous Rod unobtainable were leak-era guesses, and they stopped being true once the current Outer Deep questline became available.
One wrinkle to expect: the rod is sometimes handed over partway through the scientist’s questline rather than at the very end, and a few players describe the line running longer than three missions. If Dr. Vythe keeps offering quests after the rod is already in your inventory, just keep working through them in order — the rod stays yours, and the extra steps simply feed the rest of his line.
