To get Bulwark in Gun Forge, combine 28 Glimmer, 13 Jade, 1 Starweave and 1 Hivecore at the Forge, then complete the forging minigame.

How to get Bulwark in Gun Forge
Approach the Forge
Walk up to the Forge crucible in the main area and press E to open its crafting menu.
Add Glimmer
Click Glimmer in your inventory until the first ingredient slot contains 28 units.
Add Jade
Put 13 Jade into the second ingredient slot.
Add Starweave and Hivecore
Fill the remaining two slots with 1 Starweave and 1 Hivecore. Match all four quantities exactly before starting the forge. With these ingredients selected 7.42B–227B, alongside the qualifier Maybe stronger. The menu also displays 3x LUCK.
Start forging
Click the green Forge button to melt the selected ores and begin shaping the weapon.
Complete the forging minigame
Complete the hammer strikes during the anvil minigame.
Cool and claim Bulwark
Wait while the gun cools in the water bucket, then claim Bulwark once cooling finishes.

The newly forged Bulwark has 59.9B base power, while its Backpack entry shows +53.4B power.
Open your Backpack and equip Bulwark to put your newly forged weapon to use.
