The clear current use for the Dragon-Forged Core is the Engagement Ring. Craft the ring at a regular Blacksmithing Station, not at The Dragon Forge.
The Engagement Ring is tied to proposing and the marriage content added with version 1.0. Claims about other late-game gear using Dragon-Forged Cores are still too loose to treat as part of the current item plan, so build around the ring use first.

If the Dragon-Forged Core recipe is missing, first check the station. The Core is made at The Dragon Forge, while the Engagement Ring is made at a normal Blacksmithing Station.
Next, confirm that you reached Mines Level 100, not just Mines Level 90. Also make sure your materials include the specific item Monster Core; generic monster drops will not fill that slot.
Finally, ignore pre-1.0 routing for this item. Older progression notes from the 0.16.x era can send you toward outdated requirements and item assumptions.
