No. The Arev and the rest of the new weapons come with the free Update 2.0 patch and are available to everyone on PC, Xbox Series X|S, and PS5 without the paid expansion. The confusion comes from the update launching on the same day as the first paid story expansion, which is called both Cost of Hope and Price of Hope, but the guns aren’t tied to it.

Why does an Arev picked up from enemies jam more often?

Looted Arevs usually drop with low durability, and weapons in poor condition jam more during sustained fire. A rifle taken from a merc can seize up in the middle of a fight, so repair it before relying on it. Buying a fresh one from a trader avoids the problem entirely.

Is the hidden unique weapon variant an Arev?

Update 2.0 hides a unique variant of one of the four new weapons somewhere in the Zone but does not identify which one. The special version could be an Arev, GP3A, SKP, or Fora-230.
