Looks like the Google Pixel 2 devices have more woes to offer to their customers. After the display issues with the Pixel 2 XL, and other bugs and issues with the new smartphones, there seems to be another one.
Several Pixel 2 users are reporting that their phones have a grayed out OEM Bootloader Unlock option. This means that they aren’t able to unlock the bootloader on their device, even though Google allows for it. For some, this is an even bigger issue as they aren’t able to root their Pixel 2 because of the locked bootloader.
The OEM Unlock toggle, which is found under Developer Options in the Settings menu, is just grayed out. Touching the button doesn’t do anything for some users, and this is certainly an issue, as others can use it.
On the affected phones, when trying to enable the option, a prompt appears that asks the user to connect to internet even if the phone is already connected to a network. A Google representative failed to provide any solution to the issue.
This issue is relatively small compared to other problems that Pixel 2 and 2 XL users have faced. It’s also possible that Google mistakenly sent bootloader locked variants of the phone to these customers.
Those affected have tried various methods to fix the issue, but in vain. Factory resetting the phone, flashing factory image, using different SIM cards, and factory reset from the recovery, have all failed to fix the problem.

At present, the only thing those with affected devices can do, is to contact Google Customer support and ask for a replacement. Those who received a replacement from Google were able to unlock the bootloader on the new device. Looks like this could be a hardware issue and your only option is to get a replacement device from Google. Check the source link for more information if you’re facing this issue on your Pixel 2.
