Zoe’s house has no working lights when you first arrive, and restoring electricity requires the Prepaid Power Card. The power panel sits in the crawlspace beneath her stairs, where a credit guide points you toward the missing item.
How to get the Credit Guide in Silent Hill Townfall
Zoe’s house is in Coastal District — South. With the electricity off, a working flashlight lets you find the meter and its instructions beneath the staircase.

Read the instructions
The leaflet gives the meter’s four-action operating sequence and directs you to a local newsagent for Electricards. Reading it prompts Simon to mark the newsagent on your map.
Take your CRTV before leaving Zoe’s house for the newsagent.
How to get the Electricard or Power Card
Electricard, Prepaid Power Card, and Electricity Card all refer to the same item. It’s a smart card that pays for electricity when inserted into a meter, so you don’t need to find separate cards under each name.

Transfer the card credit and switch on Zoe’s electricity
Return to Zoe’s house with the card. Use your flashlight to light the way, crouch back through the opening beneath the stairs, and interact with the wall-mounted panel to expose the meter.

Turn on the master switch
Set the red Master Power Switch at the panel’s lower-right to On. This restores electricity throughout Zoe’s house.
Fix remaining power problems and use Zoe’s computer
Still looking at a dark house? Pressing A and B before you insert the card leaves the meter with zero credit. Even with credit transferred, you need to flip the Master Power Switch for the lights to come on, so check the card and the switch.
Once you’ve restored electricity, you can use Zoe’s living-room computer. Her emails give you clues to the Human Organ Transplant Box’s combination locks, so open them to pick up your next lead.
Spoiler: Human Organ Transplant Box combination
Check the Organ Transplant Card you found on the bathroom floor: its ET number is 956234692133. The email tells you to take the first three digits, 956, and the last three, 133. Enter 956-133 to open the box.
There’s another power problem ahead. To advance the story later, you’ll need to start the Power Generator at the CEG Building, taking you beyond Zoe’s house to restore power there.
