Move quickly once the notification appears and scan for the whale skimming along the surface. Sunstone Island is one area worth checking, but the Sei Whale is a moving ocean target rather than a guaranteed fixed spawn there.
If hooking the whale is easy but the reel-in keeps failing, change to a rod with stronger luck and control. Stay near the swimming whale while casting so another attempt does not require a fresh search.
