The item is the next common issue. The entrance needs a mutated Enchant Relic, and an unmutated relic will leave the waterfall sealed. If your relic has a mutation outside the Chapel-entry set, bring Mastered instead.
Do not mix up the Underground Music Venue trapdoor with the Chapel entrance. The Music Venue area can help orient you in Crystal Cove, but the Chapel unlock is tied to the waterfall prompt. The Chapel may also be locked below Level 750, so underleveled characters should level first before spending relics.
