The FBC Base outpost is in The Park. About Underhill’s last known location, the search area covers a building containing FBC equipment. The rooftop table holds Underhill’s Resignation Letter and a Level 6 Keycard.

From the Oldest House: Central Executive Fast Travel arrival point, the office is the second locked door on the left. Enter Underhill’s office through the door.
Find Underhill in her apartment
Underhill’s apartment is back in The Park. The objective marker leads to a building with Mold enemies blocking its entrance; her apartment is one floor up, on the left, and she is near the kitchen.

Collect the sewer lab key
Take the Key to Underhill’s Sewer Lab from the counter. The quest now calls for equipment and the test subjects.

The quest marker leads to an underground entrance. Inside the testing facility, the laboratory door is on the left and opens with Underhill’s key.

Gather the research equipment
Collect the items from the sewer lab workbench: one Mold Growth Stimulator and one Sample Tube.
Defeat the test subjects and return their samples
The trail begins below the railing deeper in the lab. Use the tracking prompt as it appears and follow the Mold to its first fork. The left branch leads to Specimen A; after that encounter, the other trail runs toward The Park and splits again. Each of those branches ends at another test subject, and you can take them in either order.
