The Mystery Caller is Fred, inside the upper-level Cafeteria container at the Field Office in Central.
In A New Directive, the HUD shows Locate the Mystery Caller / In Quest Area, and the radio broadcast came from the Cafeteria. The Central map shows your position and the quest search radius, with the Field Office among its sector labels.

Open the map and review A New Directive in the Quest Log for the location clue.

Find General Storage
Cross the outdoor courtyard toward the orange modular building. Look for GENERAL STORAGE above the double doors of container unit 01.

Enter General Storage
Open the General Storage doors. The container inside holds 90 Source and one Aberrant Splinter; leave the room to continue.

Climb to the Cafeteria
From ground level near General Storage, take the exterior metal staircase to the upper container entrance marked CAFETERIA.

Enter and find Fred
Go inside and approach the person in the blue hazmat suit behind the counter. His subtitle label reads FRED.

Speak with Fred
Interact with him, then select “Actually, I’m Dylan” and, at the next prompt, “I’ll… get right on that” to finish the demonstrated exchange.
Recognize the next A New Directive objective
Once you finish talking to Fred, A New Directive sends Dylan to the next objective: “Question FBC Agents at the Field Office about Fred.” You’ve found the Mystery Caller, so you can leave the search behind and move on to the agents.
