One fragment is inside a coral formation to the east, while the second is directly beneath the life pod in a separate hole. That means you do not need a long trip or advanced equipment before getting the blueprint.

How to find the Flashlight fragments
Step 1
Go east from your life pod and look for a coral formation with an entrance hole in the center.
Inside the box there, you will find one flashlight fragment.
Step 2
Scan that fragment with your scanner so it counts toward the blueprint.
Step 3
Return to the area beneath your life pod and look for another hole.
Go inside and find the second fragment in a half-submerged box.
Step 4
Scan the second fragment as well.
Once both fragments are scanned, the full flashlight blueprint becomes available.
