How to unlock the tower
Step 1
Unlock Batgirl through normal story progression, because towers are not usable before she joins the roster (Chapter 4).
Step 2
Travel to a tower location in Gotham and look for the large red and white radio tower sitting on a rooftop.

Stand near the tower and find the panel with the flashing light. That is the interaction point for the unlock.
Step 4
Use Batgirl’s Hackarang on the flashing panel to begin the hacking minigame.

Complete the minigame successfully to unlock the tower.
