Yes, it is. The real question, though, is that for how long? You see, the Galaxy S9 and S9 Plus feature one of the best cameras on the market right now, given the Samsung’s expertise in the cameras, and use of Dual Pixel 2.0 12MP sensor. The only camera that could best the Galaxy S9 to imaging is that of Pixel 2, and that doesn’t support 960FPS recording. While, the only other phones that offer you 960FPS recording are Sony’s Xperia models, the XZs, XZ Premium, XZ1 and XZ1 Compact. And their camera is no match for the Galaxy S9. Though, we expect Xperia XZ2 to arrive soon, and it could challenge the S9 very well, even though may not win it.
Is the Galaxy S9’s 960FPS slow motion video recording the best in class?

Samsung implementation of the 960FPS recording mode is basically useless.
The auto mode is too dumb to actually pick up movement to start recording and the 0.2 second limitations makes this amazing functionality frustratingly impossible to use.
And don’t get me started on the idiocy of enabling a song sound track by default.
(yeah, i own a S9+)
