The wolf taming activity takes place in the Howlsands Camp region of Tashkalp, which is connected to the Redwind Merchant Guild questline. The exact quest category shown on the map is Outlaws of the Desert, and one of the objectives is called Bandits Riding Wolves.

You can locate the area by traveling to the nearby fast travel point in the northern desert section of Tashkalp. Once there, you will encounter groups of enemies mounted on wolves.
