After entering the marked building in the Pailune Harbor area and triggering the Shane cutscene, stay inside the room and move toward the area near the door. You will notice two barrels and the body of a dead Black Bear soldier lying on the floor.
The explosive is hidden beneath these objects inside a concealed trapdoor. The game does not immediately highlight it, which is why many players think the objective is bugged.

Enter the building where Shane is located during the quest progression.
