How to prepare Nightwing for the High Voltage challenge
Before searching for enemies, you first need to unlock and equip Nightwing’s Focus Shockwave upgrade. Without this upgrade, Nightwing’s Focus attack will not create the electric shockwave needed for the challenge.

Travel to a crime activity anywhere in Gotham. These encounters usually provide enough enemies grouped together, making them one of the easiest ways to trigger the challenge requirement.
Switch your playable character to Nightwing before starting the fight. Since the challenge depends on his Focus Shockwave ability, other Bat-family characters will not work for this method.
Build up at least one full Focus bar during combat. Attack enemies normally, dodge incoming hits, and keep fighting until your Focus meter is ready.
Find a group of four or more enemies standing close together. The shockwave works best when enemies are gathered nearby because the electricity can spread across the group.
Hold L2 to lock onto targets with Nightwing’s Focus ability. You do not need to target every enemy. Locking onto around two enemies in a group of four is enough because the shockwave effect will hit nearby opponents.
Press R1 to activate the Focus Shockwave attack. Nightwing will strike the selected targets, and the electric shockwave should spread to the remaining enemies around them. Once enough enemies are shocked, the High Voltage challenge will be completed.
