How to unlock
Here's how you can unlock Dragon’s Breath in Where Winds Meet:
Step 1
Travel to the Fairgrounds area of the city of Kaifeng.

Step 2
Inside this area, locate the building called Beast Reverie, where two key NPCs are found.

Step 3
Talk to NPCs: Kongkong and Luo Jiu inside the Beast Reverie in Fairgrounds.

Step 4
Talking to them will start the small task chain connected to the Dragon’s Breath unlock route. This sets the stage for retrieving an important item.

Step 5
Leave the Fairgrounds and travel south to South Gate Avenue, near the Patrol & Inspection Agency. This is where you must locate another NPC who is only available between 7:00 and 19:00.

Step 6
Change the time to Si hour.

Step 7
Stand close to Liang Yuan and use the Celestial Seize skill.

To make the most of Dragon’s Breath, first ensure the skill is unlocked and equipped in your mystic skill slot. When engaging a strong single-target enemy, such as a boss or elite, activate the skill to immediately enter the Intoxicated state, which lasts around 30 seconds and grants valuable damage reduction and fortitude.
Upon activation, you unleash two bursts of fire-infused Qi that apply Ignition, dealing burn damage every 0.5 seconds for 8 seconds. If you’ve advanced Dragon’s Breath to Tier 3, Ignition can stack up to 10 times, with each stack extending its duration, making it worthwhile to reapply the skill or pair it with Drunken Poet to trigger additional stacks.
While intoxicated, your resilience increases significantly, starting at 15% damage reduction and rising to 40% at Tier 4, allowing you to endure heavier blows or stay aggressive during enemy openings.
