You can unlock Celestial Seize during the Foul Play side quest at Heaven’s Pier.

When you arrive, you’ll meet Qiu Yuehai, who explains that a local drinker named Hu Wei has been cheating in contests using hidden Nullifying Pills. Yuehai teaches you Celestial Seize so you can steal the pill vial from a distance without alerting Hu Wei.

Simply use the skill to pull the vial off him, re-challenge him in the drinking contest, and finish the quest. Once completed, Celestial Seize is permanently added to your skill list.
