To begin the quest, check the message sent by Lightborne Horizons and accept their offer.

Here's how you can complete Moments Captured in Light side quest in Wuthering Waves:
Objective 1: Head to Spacetrek Archives
After accepting the offer, head to Spacetrek Archives in Startorch Academy. Make sure you go there between noon and 14:00 hrs.
Then talk to Lianna there.
Objective 2: Head to the shopping hub
When Lianna invites you to their Light Chaser Collection event, head to the Shopping Hub.
Find Reina, who is your first subject.
Objective 3: Take a photo of Reina
Whip out your camera and take Reina's photo.
Objective 4: Talk to Reina
Then go up to Reina and talk to her.
Objective 5: Explore the shopping hub to find photo subjects (Rosalia)
Next, find Rosalia and talk to her.
Then take her picture.
Objective 6: Talk to Miro and the others
Find Miro with his pals near the Tetris and talk to them.
And take their photo.
Taking their photo will transport you to the Academic Zone.
Objective 7: Enter the classroom
Go to the Academic Zone and enter the lecture hall on your left.
Objective 8: Take a photo of Chuji and Yoren
Inside the classroom, take the photo of Chuji and Yoren who are immersed in their studies.
Then talk to them.
Objective 9: Continue exploring to find photo subjects
Leave the classroom and the last subjects - B.1.N.G.O and the two freshmen - and take their photo.
Then go and talk to them.
Objective 10: Send a WavesLine reply to Lightborne Horizons
Open WavesLine and send a reply to Lightborne Horizons.
Objective 11: Talk to Lianna
Finally, go and talk to Lianna. Then take a group photo with them.
At the end, Lianna will gift you a record - Moments Captured Among the Stars.
