You unlock Ghostly Steps by opening the final reward chest in the Cloudwalk Spire Divinecraft Dungeon. The dungeon is located to the east of Ghostlight Market, inside the mountaintop cave system.

Enter the Cloudwalk Spire Divinecraft Dungeon, located east of Ghostlight Market.

Progress through the dungeon and look for treasure chests. There are 7 chests in total.

Use Wind Sense to highlight chest locations.
