This is part of the Afterglow quest and the fisherman needed to complete the quest is consistently located in the Moonveil Mountain area west of Qinghe.
How to reach Level 4 exploration in Qinghe and claim the Afterglow Pendant
Exploration points are earned by exploring the Qinghe region thoroughly. This includes completing quests, opening chests, discovering new areas, and engaging in activities flagged as exploration challenges.
When reaching a total of 4,000 exploration points, your Qinghe Exploration Level will hit 4. At this milestone, a pendant icon will appear on the lower-left of the map indicating an available reward.
Claiming the Afterglow Pendant from the map is necessary to activate the Lightness skill.

Where to find the fisherman to complete the Afterglow Pendant quest
After claiming the pendant, go west of Qinghe to the Moonveil Mountain area. Here, you will find a fisherman NPC who initially provides information about the Meteor Flight skill. Again, this is also part of the Afterglow quest.
Once you have completed the quest and found the Afterglow Pendant (after reaching 4000 exploration points), return to the fisherman to complete the quest by showing him the pendant.
This will officially unlock the flight skill in Qinghe.
Afterglow Pendant: Ability and Limits
