To unlock and start the Where Starry Seas Endure quest, you need to complete the Orbit Valley Pass in the Operation: Frontier Renewal - Route Constructor. Once you rebuild the passage, you will see the Starry Seas Endure quest is available for tracking in the quest log.

Quest starts in the Giant's Gaze as soon as the Orbit Valley South construction is completed near the Spacetrek Observatory.

Unlocks after Orbit Valley Pass construction.
Objective 1: Accept the help request
After tracking the quest, the first step is to accept the help request from Harriet. Do check the request, look for his message on the WavesLine messenger.
Objective 2: Find the one who requested help
To find the one who requested help, Harriet, follow the quest marker.
She seems tense. Talk to her to know what help she needs.
Objective 3: Complete the Smart Print Cube Puzzle
Activate the Smartprint Cube and start the Smartprint Cube puzzle.
In this puzzle, you have to move the block to the end of the circuit.
On completing the puzzle, you will get in-quest rewards like Astrite.
After a short conversation with Harriet, the first part of the quest is completed.
Where Starry Seas Endure Part 2
Unlocks after completing Spacetrek Observatory Construction, all 3 stages.
Objective 1: Find Harriet
Locate the troubled girl, Harriet, again. This officially begins the Where Starry Seas Endure II.
Talk to her to learn about her worries.
Objective 2: Ask around the station for info
Follow the quest marker and go to the station in the Spacetreak Collective area. Talk to the NPC - Tired-looking Researcher.
Objective 3: Reply to Harriet
Travel back to the Spacetrek Observatory and reply to Harriet. This completes the Where Starry Seas Endure quest Part 2.
