To start the quest, simply go and talk to Zhang Tiemeng.
Walkthrough
Step 1
Visit Zhang Tiemeng in Plainfield and talk to him.
From him you'll learn why he's afraid.
Step 2
Find a talisman near him.
Step 3
Then give it to him.
Step 4
He will think it even stranger that there's another talisman lying around.
Step 5
You'll have to find the person who the talisman belongs to - Qi Songyan. His location is given below.
The nearest waypoint to his location is Granary of Plenty.
Step 6
Visit Qi Songyan and talk to him.
After a short conversation, you'll learn that Qi Songyan is simply superstitious and thinks the talisman will help his crops, which is why he had it.
