After getting the quest from Minister Milverstreet, head to Westport and find Vigilant Hogarth, who oversees the town.

Head to the small building on the main building’s right, go inside, and use the terminal to unlock the Water Purifier access.

Climb down and go to the Water Purifier, interact with it, and select one of the two sabotage options to disable it.

Return to the main building, enter the ground-floor room with the workbench, and pick up the Westport Broadcast Facility Keycard.

Head to the southeast side of Westport where the generator station is located. Look for a large damaged building with visible generator equipment.

The main entrance is locked — approach via the rooftop path instead. Climb nearby boxes and metal structures to reach the roof, find the breach in the wall, and drop through it to enter the generator station interior.

Access the terminal and use the Galvanic Subverter (given to you earlier by Minister Milverstreet) to sabotage the generator and complete the objectives.
