This quest takes place within the Dam Battlegrounds area. Begin near the base of the Dam, where old maintenance roads and pipes lead upward to the Water Treatment Building — a tall structure overlooking the spillway. After checking inside, descend through the drainage tunnels and follow the water’s path toward the Swamp area, where the Flood Spill Intake is located, partially submerged under murky water and surrounded by debris.
