Accept the quest from Xavier in the Ground Zero area. Equip a medium or long-range weapon to efficiently take down mercenaries.
Move through Ground Zero and locate two mercenaries near the eastern barricades. Use cover and grenades to neutralize both enemies safely.
Once both mercenaries are eliminated, the quest will auto-complete.
