She reportedly angered Saito’s men after winning big at their gambling table. The innkeeper gives you a clue card showing her last known location: the Marshland Homestead in the Tomamu Marshlands, east of the inn. Accepting it adds the quest to your map, setting you on a path through the mist-covered swamps.
