How to reach the Hauler location
Travel to the Perimeter map and spot the Hauler structure. Enter building number one immediately on the left upon arrival. Climb to the second floor where the key server awaits interaction.
How to acquire the Self-Erasing Data Drive
Follow these steps to pick up the drive without issues.

Locate the server on the second floor of building number one.
Step 2
Crouch if necessary and interact directly with the server.
Step 3
Collect the dropped Self-Erasing Data Drive and add it to your inventory right away.
How to deliver to DCON
Head straight to any DCON icon marking the four corners of the Perimeter map.
Go to the cabin-like structure nearby.
Climb the ladder to get to the top.
Interact to access the DCON inventory, then drag the Self-Erasing Data Drive from your inventory into it to finish the quest successfully before the time runs out.
