Walkthrough
Here is how you can complete the Justice: Part I exploration quest in Where Winds Meet:
Step 1: Trail the man
Without being caught, follow the suspicious man. You can use Veil of Stillness to follow him.

Step 2: Immobilize the man
Using Meridian Touch immobilize the suspicious man, A'da. Once immobilized you get to know he was a thief.
Step 3: Turn him in to the nearest constable
Put the thief on horseback and turn him in to the nearest constable.
Step 4: Complete the quest
Zhang Buman is the constable you will find. Give him the thief and complete the quest to collect bounty rewards.
