“For interstellar travel, the navigation system is absolutely essential. We need the ship’s design schematics. Based on solid intel, they’re locked in a safe at the Ground Zero Road Camp. The key should be hidden somewhere inside a building in the Warehouse Area. Find a way to get those schematics.”

Ground Zero Road Camp- Safe inside the abandoned shed.
Travel to Ground Zero and navigate your way to Road Camp.
Find the abandoned shed and find the Safe inside it. Use your safe key to unlock it.
Pick up the Navigation System Blueprint.
Travel back to the Duck Bunker and complete the Interstellar Navigation quest after submitting the Navigation System blueprint to Xiaoming.
