Rockstar’s Mission Creator finally gives you the tools to design your own GTA Online missions, from simple co-op shootouts to multi-stage story scenarios. You control objective flow, enemy placement, navigation points, and how players progress through your mission. If you enjoy crafting your own challenges—or simply want a new way to play with friends—this system makes it easy to bring your ideas to the game world.

As mentioned in their announcement, Rockstar brings the Mission Creator for all GTA Online platforms:

We’re also introducing the Rockstar Mission Creator, allowing anyone to design, build, and share their own Missions using this brand new, in-depth toolkit. Create your story, string together objectives, and bring your adventures to life. 

Jump in and try it yourself by entering the Pause Menu in GTA Online, navigating to Online > Rockstar Creator > Create a Mission. 

How to use Mission Creator in GTA Online

The Mission Creator tool lets you design your own co-operative missions:
