The Ghost Master appears in the Mistveil Forest, part of the Kaifeng region.

The nearest teleport point is East Mistveil Forest. From this point, go straight, past the guards (you don't have to engage them), over the bridge and to the boss location.

Once there, the Ghost Master roams the area as a World Boss, meaning it is not tied to the campaign story.
