“Feast of Fulfillment” is a short quest in the One Leaf, One Life: Phase III line in Where Winds Meet. Speak to Xu Yan on South Gate Avenue and hand over the Recipe Book obtained from an earlier quest. Doing so immediately completes the quest and grants your rewards.
