Eijiro the ruthless is a bounty quest found in the Ishikari Plain. You'll have to first accept the bounty travel to Higashi Lumberyard and liberate the area from the Saito's Outlaw.

Eijiro The Ruthless Bounty location
To begin, travel to the Ishikari Market and talk to Kojiro the bounty broker. You can also access this by interrogating the last enemy at Higashi Lumberyard but starting with Kojiro streamlines the process. After accepting bounty you travel northeast from Ishikari market until you reach Urara forest.

Following are the steps to complete this bounty :
Step 1 - Accept the bounty
Travel to Ishikari market, talk to Kojiro the bounty broker and interact with bounty board and accept the bounty. Once you have accepted you will see it in the map and can travel towards it.
Step 2 - Arrive at the location
After you reach Higashi Lumberyard you can approach stealthily to avoid encounters with multiple enemies at once.
Step 3 - Assassinate the enemies
Eliminate enemies one by one, using cover and stealth kills whenever possible. You can use stand off for dramatic effect for further control of the fight.
Step 4 - Clear all enemies
Once all enemies are defeated, head for the main gate inside for final duel with Eijiro the Ruthless.
Step 5 - Defeat Eijiro the Ruthless
A direct fight starts between you and Eijiro- win to complete the objective and securing Higashi Lumberyard. You will also acquire his mask.
Step 6 - Altar of Reflection
After the cutscene you can also pay honor to the altar of reflection to upgrade skill points.
