Once on the vehicle-clogged road in the far east side of the map, keep moving south until you see a truck blocking the road.
Go towards the truck and open the door using the Mechanical key to obtain the pocket watch.
Once obtained, remove the boxes that are on top of the pot hole. This pot hole now acts as a short-cut extraction point to your bunker.
After reaching the bunker, give the watch to Xavier to complete the quest.
