Search for the hidden Datapad near every Safehouse (except those unlocked by story). Activate your ECHO-4 scanning ability to detect blue diamond icons marking these locations.

Defeat or avoid nearby enemies when searching for a Datapad, as high-level foes guard some Safehouses.
Step 5
Capture the Datapad.

Step 6
Interact with the Safehouse or Order Silo console once the Datapad is scanned to unlock the fast travel point officially.
