A 'Torn Book' is a common trinket found in Arc Raiders. Being a trinket, it has no direct impact on combat or any crafting benefits. Like the Music Box, it just exists to add a sense of atmosphere, of a world now lost, to the game.

Torn Book: Location
Torn Book is found primarily in Residential areas and Old World zones (on all maps). That means, if you're going after the Torn Book, you'll mainly be on the Buried City map or the Blue Gate map.
Make sure to look for indoor areas in residential buildings and old world ruins and abandoned structures. You can sometimes even find Torn Books on dead Raiders. We found our first during the Prologue itself.
Torn Book: Known Use
You can't do much with a Torn Book. It's a collectible or a sellable item. That means, there's no impact whatsoever on combat or crafting. You can only sell it for 1000 coins. But if you're a collector, it's a trinket worth having.
