In Where Winds Meet, 'A Drastic Cure' is an Encounter quest in Heaven's Pier. The quest tasks you with recovering a stolen item from an NPC, leading you through bandit encounters and timed challenges. Location
'A Drastic Cure' takes place in Qinghe, Moonveil Mountain region. The closest teleport waypoint is West Heaven's Pier.

Walkthrough
Step 1
Go to the location marked above. You'll find the NPC Qian Feifei kowtowing here.
If you're unable to see the NPC, change the time to around midnight.
Step 2
Once there, talk to Qian Feifei.
Step 3
Next, wait until daytime to find Yaoyao. Or change the time to daytime.
Step 4
You must travel quite a way to meet with Yaoyao. So fast travel straight to the Evercare clinic teleport point.
Step 5
Go and meet Yaoyao.
Step 6
Next, you must talk to Liu'er, which requires travelling to Heaven's Pier. Fast travel to Brewery Backyard teleport waypoint - the nearest fast travel point.
Step 7
Go round the house and talk to Liu'er.
Step 8
Next, you're tasked to investigate Liu'er's House.
- Go inside the house and investigate the fragments on the ground.
- In the same room, check out the sealed window.
- Investigate the unsealed window of the room.
- On top of the cabinet will be the whisker. Pick it up.
Step 9
Return to Liu'er to give him the cat whisker.
Step 10
Next, you're tasked to talk to Xiaodai. Make your way to his location.
Step 11
Kid Dai will mention a room. Go and inspect it.
Step 12
Pick up the fox doll there.
Return this to Kid Dai.
Step 13
Then, go and talk to A'Liang. The nearest teleport way point is Emperor Chai Temple.
He will be standing next to the temple steps.
Step 14
Follow A'Liand and listen to him recap events.
Step 15
Leave the wine cellar and talk to Feifei.
Step 16
You'll be tasked to go to another location, at midnight. The nearest waypoint is West Heaven's Pier.
Step 17
Follow the marker and reach the location.
If it's not midnight, change the Time.
Step 18
At the location, you'll hear some strange voices. Go and inspect them.
Step 19
You'll come across a suspicious passerby. Track them without being detected.
Step 20
Next to the passerby, drop down the ladder into a space underground.
Step 21
Investigate the strange tail.
Upon crouching, a couple of cats will claw you.
Step 22
Climb back up and use Meridian Touch on the thief.
Step 23
Return to the hole and catch Orange - the cat.
Use Meridian Touch to immobilize and then capture.
Next, do the same for the other cat - Snowy.
Step 24
Return to Yaoyao near the Evercare Clinic waypoint and give her the cats.
When prompted, select A Drastic Cure.
Then Hand over two cats.
It will be revealed that the Phantom Lady is these two cats.
Step 25
Next, change to Daytime and find Yaoyao.
Talk to Yaoyao.
Step 26
Return to Feifei and give him the spirit-warding bells.
