The ideal spot for gathering these materials is situated just southeast of the Howling Hill camp, an area unlocked very early in the game.

You will need to travel along Unicorn Cliff and make your way to the very top of the hill.

This elevated terrain acts as the primary grazing ground for a large herd of goats, making it the perfect location for players looking to stock up on crafting supplies without venturing too far from a safe zone.
How to farm short horns efficiently
Step 1
Travel to the top of the hill along Unicorn Cliff just southeast of the Howling Hill camp to locate the herd of goats.

Step 2
Take down as many goats as possible within your immediate vicinity, but avoid chasing any that start running away so you do not waste time.

Step 3
Approach the goats you successfully defeated and skin them to extract your materials, as each one will yield a couple of short horns.

Step 4
Use the fast travel mechanic to return to the Howling Hill camp, which is only about 150 meters away from the cliff.
Step 5
Walk back to the top of the hill to find that the entire herd of goats has fully respawned, allowing you to repeat the process infinitely.\
